Rouzan Row Could Reignite

The Battle of Rouzan may not be finished quite yet.
Two members of the East Baton Rouge Library Board are pushing to drop the proposed Rouzan traditional neighborhood development on Perkins Road as a site for a new branch library.

Citing a lack of progress by Rouzan developer Tommy Spinosa, Library Board members Stan Bardwell and Don Browning called for a vote Thursday to build the proposed south Baton Rouge library on a 6-acre site on Burbank Drive donated to the library system in late 2004.

“We owe it to the public, and especially those who live in that area, to move on,” Bardwell said at the board’s monthly meeting Thursday.
The board decided to delay the vote until its May 15 meeting to give Spinosa and others a chance to sound off on the issue.

John Berry, a Southdowns resident who opposes Rouzan, said the Library Board has ignored the Burbank land donation for the past three years in order to negotiate with Spinosa.

Browning said the Library Board should have started construction on the Burbank site as soon as the library property tax renewal passed in 2005.
If the Library Board opts to dump Rouzan as a library site next month, it could eventually bring the Rouzan issue back before the council.
Any contract for the design and construction of a new library has to be approved by the Metro Council.

In other action Thursday, the Library Board approved a plan to find a replacement for Library Director Lydia Acosta, who resigned last week to take a job in Florida.

At the urging of Library Board Chairman Dan Reed, the board agreed Thursday to use the same process used to hire Acosta in 2003.

In that case, the board advertised for a director in library journals then conducted preliminary interviews at the annual American Library Association meeting.

The board also agreed Thursday that Reed and former Library Board Chairman John Carnahan would conduct the preliminary interviews at the association meeting in June.

Finalists will be interviewed later by the full board in Baton Rouge.
Carnahan is no longer on the library board but directed the 2003 search that attracted a field of highly qualified applicants from across the country.
“It really gives you a national search without a lot of expense,” Carnahan said.

Uh oh... time for the anti-rouzan people to resurface. I wonder who paid off the library to get them to try and make this happen? This will be good.

Rouzan: Because what we need is more traffic in an already congested area, and more importantly, more housing that 70% of this city can't afford....

Maybe that would drop prices in other neighborhoods.....but i doubt it.

I was doing a search on Baton Rouge Libraries when I came across this forum.

John Berry, who is the acting President of Southside Civic Association is pushing the Library Board to build on the Burbank Site instead of the Perkins Road (Rouzan Site).

If this change is approved, it will not influence the construction of Rouzan, which some may hope, but will cause Rouzan to be built without the library. This will be a loss to all Baton Rouge residents, especially our children.

How is that website "Independent?" It is more Pro Rouzan than the Rouzan website.

Is this to say that the Library would be built within the Rouzan development or it would replace Rouzan all together. I'm a bit confused on this.

Spinosa "donated" a portion of the land in Rouzan for a library. It's factored in as goodwill, or a tax writeoff.

Spinosa, aka JTS Interests, donated the land to Baton Rouge for the sole purpose of building a library within the Rouzan TND. Along with the donation of land, JTS Interests will also provide all the design work for the building.

What rubs me the wrong way is John Berry states that Rouzan is taking too long, when he and his Southside Civic Association was the primary reason for the three month delay for approval by the Metro Council with their somewhat successful "Fear and Smear" campaign. He began his whining again at the March Library Board meeting, less than two months after the approval of Rouzan, asking when is the south side of Baton Rouge going to get the library…

In addition, John Berry states that there is a lawsuit out against the Metro Council for the approval of Rouzan. I'm not a lawyer, but it doesn't take a rocket scientist to see that this is a frivolous suit at best. The suit was filed by; you guessed it, another two board members from the Southside Civic Association. One of who was leading the very unsuccessful recall campaign against our Metro Councilman, Mickey Skyring.

I’ve been a resident of Southdowns for almost 10 years now. Most of us usually just laugh at the Southside Civic Association, but some of the board members are acting like spoiled children who can’t get their way. And guess who’s going to pay if they get their way; our children, how ironic.
