IT"S NOT USING TAXES!!!!!
It's being funded by the tolls generated and by federal grants. The citizens will be paying NOTHING but the tolls for this road.
Let me say that again...
No New Taxes for the loop.
You won't be paying for the loop with tax money, but rather bonds paid for by tolls and maybe a private/public partnership to finance (CA uses this to fund and operate some of their toll roads.)
