“Most Wanted” Poster Features 18 Who Owe Nearly $945,000 in Child Support

The Department ofChildren and Family Services (DCFS) today published its “Most Wanted” poster, a list of 18 non-custodial parents who owe nearly $945,000. The poster, which features individuals owing at least $10,000 who have not paid child support in at least six months, includes each non-payor’s photo, last known address, number of children and how much they owe, along with “WANTED” printed in bright red across the top.

“By evading our efforts to collect the support their children so rightly deserve, these parents put their children’s well-being at risk and cost taxpayers support of their families and the cost of our collection efforts,” said Johnson. “We know that children whose parents pay support rely less on state services, are less likely to live in poverty or be involved with the child welfare system and are more likely to stay in school longer and attend college.”

On average the “Most Wanted” owe nearly $52, 458 each, although the top two offenders each owe more than $125,000. Topping the list again this year is Richard C. Miller, a 51-year-old electrician last known to live in Chesterton,Indiana, who has not paid$128,220.55 in court-ordered child support for his five children. Another repeat offender fromlast year’s “Most Wanted” list is Santos Alberto Borrego, a 51-year-old last living in Lake Worth, Florida, who owes $125,648.62 for his one child. Borrego has the second highest amount owed again this year.

Following these two is a group of three men who each owe about $75,000. Loy R. Bradbury, a 40-year-old construction worker last living in Cummings, Georgia, owes $77.102.14 for his one child. Jerald Ray Douglas, a 44-year-old salesman from New Orleans, owes $75,277.95 for his one child. George B. Kitchura, a 53-year-old last known to be living in Shreveport and working at Hollywood Casino, owes $73,649.13 for his two children.

Although this “Most Wanted” poster represents the worst offenders, Louisiana’s unpaid child support to DCFS totals more than $1.2 billion. There are more than 53,000 cases of unpaid child support in the state.

Monday DCFS released a feature on its website that allows the public to easily search a database of non-custodial parents who owe child support. Users can search by first or last name, city, amount owed and parish where the court order was established. Since the launch, the search feature has had 20,000 visits.

“The ‘Most Wanted’ poster and DCFS’ new online Child Support Delinquent Payor Search bring attention to parents who are not fulfilling their obligations to their children, which is an important reminder at this time of year as we observed Child Support Awareness Month in August,” said Johnson.

Total collections by DCFS Child Support Enforcement for the Federal Fiscal Year (FFY) as of July 31, 2011, amount to $320,921,460 in current collections and arrears (past due child support).

Failure to pay court-ordered child support can result in liens against the non-payor’s property, seizure of assets, suspension of drivers, business, professional, hunting or fishing licenses, interception of state and federal tax returns, passport denial and contempt of court charges, among other enforcement actions.

DCFS received a federal performance award in the amount of $7.4 million this year for collecting more than $354 million in child support in FFY 2009. In FFY 2010, DCFS set a record for the third year in a row with more than $365 million in collections, bucking a national trend of decreased collections seen across the nation according to the Government Accounting Office.

Before FFY 2011 ends on September 30, DCFS hopes to set another collections record for the current fiscal year. DCFS is on track to do that with nearly $5.5 million dollars collected in payments from the Gulf Coast Claims Facility to 9,400 people who owed child support and a new pilot program to collect casino winnings. The casino program is the result of legislation by former Senator Nick Gatreaux introduced and passed during the 2010 Legislative Session requiring casinos to cross-reference winners of more than $1,200 with a database of individuals owing past due child support debt.

Any member of the public who has information on the whereabouts of any person on DCFS’ “Most Wanted” poster should notify authorities or call 1-888-LAHELP-U (1-888-524-3578) and choose Child Support (option 1) and then option 5.

*As of June 29, 2011, amounts may differ from the poster as some past due amounts may have been partially paid by the non-custodial delinquent parent, while additional amounts may have been added to others since the publication of the poster.
