Inspector General Releases Report of Massive Fraud by Miracle Place Church in Baker

Today, the State Inspector General’s Office issued a report detailing its investigation into the activities of Ricky Sinclair, the Miracle Place Church of Baker and its affiliated All The Way House drug treatment facility. The investigation revealed that Mr. Sinclair, acting on behalf of Miracle Place Church and All The Way House, submitted false information to several government agencies in order to access more than $750,000 in public funds. These funds originated from the United States Government and were distributed by various departments of the State of Louisiana which administer payments and reimbursements.

The investigation revealed the following:

  • Mr. Sinclair and Miracle Place Church staff at his direction made false statements on official FEMA labor documents, causing an overpayment for expenses related to the operation of a public shelter after Hurricane Katrina in 2005. The false documents that Mr. Sinclair submitted resulted in an approximate overpayment of $81,000 in public funds.
  • Mr. Sinclair made false statements on official FEMA documents in an attempt to cause an overpayment of labor, food, and equipment expenses related to the operation of a public shelter after Hurricane Gustav in 2008. Mr. Sinclair’s original Gustav shelter reimbursement claim was $1,700,000. Mayor Harold Rideau of Baker, Louisiana correctly identified most of the original claim as questionable and decreased it accordingly prior to submittal to FEMA.

Even with this reduction, Mr. Sinclair falsely claimed at least $380,108 as Gustav related labor, food and equipment costs that neither he nor Miracle Place Church actually incurred. Inspector General investigators identified the false documents and notified FEMA prior to payment.

  • Mr. Sinclair and other All The Way House staff members falsified Louisiana Department of Health and Hospitals (DHH) documents related to the All The Way House’s application to become a state funded addiction service provider. Mr. Sinclair, his wife, and at least three other All The Way House staff members concealed criminal convictions during the DHH application process. Mr. and Mrs. Sinclair and All The Way House ultimately received $258,000 in state and federal addiction services funds after having submitted the falsified forms.
  • Mr. Sinclair and Miracle Place Church staff at his direction falsified documents claiming that the church had provided teen abortion prevention training through a program called Life Choice Project. They presented these documents for payment to Caring to Love Ministries, a private manager of the publicly funded program. This program is funded by the U.S. Government and administered by the State of Louisiana. Interviews with Miracle Place Church youth pastors and persons listed as having received the training revealed the training was not delivered. The false invoices resulted in Mr. Sinclair’s receiving $31,500 in public funds for work that was not performed.
  • Mr. Sinclair exploited All The Way House clients for personal economic gain by using them during the construction of his personal residence. All The Way House clients were forced to perform labor to construct Mr. and Mrs. Sinclair’s personal residence or risk being expelled from the program and the All The Way House facility. For some of these individuals, expulsion from the program could have exposed them to jail for violating court-ordered conditions of bond or probation. The contract associated with the All The Way House, entered into between Miracle Place Church and the State of Louisiana, prohibits contractors from personally benefitting from program participants.

Inspector General Stephen Street said: “This was deliberate and calculated fraud. Mr. Sinclair enriched himself by repeatedly using his church as a front to cheat public agencies out of hundreds of thousands of dollars of taxpayer money. The fact that much of this was done against the backdrop of two natural disasters is particularly reprehensible.”

Inspector General Street added: “I want to thank the Federal Bureau of Investigation, the Louisiana State Police, and the FEMA Office of Inspector General for their invaluable assistance with this investigation.”

    How sad. Gives true men of God and churches doing Gods work a bad name. Hell will burn hotter for ppl who do this. Hope if he’s not guilty he can prove it. :(

    I know these people to But I also know that in that place a lot of people was being hurt by the staff people and nothing was done about it. Rascizam on the slick from department heads and more. I believe everyone makes mistakes and God forgives however forgiveness followed by ture repentance. You dont keep hurting and keep doing the same thing over and over if you realy repent. I pray for those that are there that have nothing to do with that stuff, But for those that did, may Gods will be done cause I am sure that they knew what they were doing. I love Bishop Ricky Sinclair, But even he have to be lead by the spirit and follow things truthfuly, I pray Gods blessing and will for their life.

    Krista, I understand and respect your position, but as much time and effort as the Inspector General spent on every single document and dollar involved in this, I’m afraid its not going to end well for your friends. I do wish them well though.

    my wife has grown up knowing ricky and his wife. they are awesome people and have helped us at times of need. we pray for gods will and the best for ricky and his family!! with that in mind the inspector general would not have put this out public if the didnt have hard evidence best of luck and love to you and your family ricky god bless.

    It’s never a good idea for a man of God to build a house that looks like it should be on MTV Cribs while preaching about humility and the word of God. Is this not such a simple thing to figure out for these preachers? Seriously. As long as they are living a ballin’ lifestyle such as this, people are going to always wonder enough to start digging around and look what they find.

    I know this is true because I was there when those poor men were sweating their butts off to make them that million dollar house. He also bought land in his name with church money. Several of his staff quit because of his underhandedness. May God have mercy on their souls for what they did. They were two faced people. One who starts out as a drug dealer knows how to deal underhanded so that they can get where they want to. It is a shame he brain washed so many good people into believing he had changed. The Bible tells you to watch out for false prophets. Hello People Wake UP!!!!

Not to mention Kirk Williams, who was running for Judge at the time, getting up on the stage and spouting his own political agenda…..IN CHURCH—ON A SUNDAY!!! We got up and walked out……

    This devil has been on the take for years. He was scheming while serving time in jail. Ricky realized he couldn’t deal drugs anymore so he figured, well I can deal people Jesus instead. All he does is for his selfish gain. Behind every good man is a good woman. Scratch that! Behind every thieving man is a thieving woman! Jeannie knew everything he was doing her head should roll too! Ricky and Jeannie slavery was abolished many many years ago!

    I went throught the drug rehabilitation, The All the way house personally. I can tell you this. When you go into the program you sign a contract that says you will work and not receive money for the time you are their until you graduate. I worked on rickys house personally. When I went into the program I was 18yrs old, Drug problems, and a lazy man……NO workethic. GUESS WHAT? Today I am a self employed Flooring contractor. I have a wonderful job, a beatiful wife, two addorable daughters and a SAVINGS ACCOUNT! That program made me the Person I am today. Im also clean and sober. You know what your giving up for a breif period of time before you go their. I manned up and gave it my all to complete the program and I did. Because of Ricky and ATWH I have a good life and stand behind him ALL THE WAY…Like he did with me!

    I just ask Christians to continue to pray for all of the ministries of MPC. I also ask Christians to pray for Ricky, Jeannie and the entire staff. Ricky and Jeannie Sinclair are wonderful people, but human. It will all come out in the wash if God sees fit. Blessings…

    Ricky has always been a crook, Dope Head and a thief ever since I have known him and that has been about 30 years. He will never change. God punishes people who do this kind of selfish dealings under his name. Maybe you and your wife will get what you deserve this time, I just hate to see the people in your church suffer for the BAD things that you have done in the name of Jesus Christ.
